No, but have you seen this thread? Apparently you can buy it in Portugal and Spain and from a French website (post 18).
Do customs check it in other EU countries?

No I have bought all kinds of things including cypro, testosterone gel, prog, preg, dhea etc within Europe and never had a problem with customs. As far as I know they only check packages coming from outside EU.
And as Luke mentioned you can buy periactine from for example French online pharmacies.
