Very true. This is old knowledge often mentioned in 1800s books on human electricity. Lax movements are wearying and exhausting.
Moving with the muscles being contracted strengthens the muscles and prevents energy leakage.
However, doing this excessively can lead to awkwardness and stiffness. The farmers and the common laborers are strong, but never graceful. A skilled and talented artisan on the other hand, is graceful and charismatic because of the way he uses his muscles and nerves.
It is the progressive increase of energy passing through the nerves that generates gracefulness and vital electricity.
One can actually increase their vital force by very slowly and gradually tensing any group of muscles without reaching maximum contraction.
When the muscles are taken from a relaxed state to a condition of strength but not allowed to reach a full contraction the nerves are kept in a progressive condition and this stimulates the creation of new energy, without wearing out the muscle.
Rapid and relaxed walking depletes the vital electricity. Rapid and contracted walking exhausts the muscles. Rapid and tense walking is beneficial to health and nervous system. Also the whole leg should be relaxed as it become free and the other leg assumes the weight, because there is nothing to be gained by lifting a free foot that it tensed.

The principle is very true and its why the mind body connection is so important as you don't know what you can't feel due to compensatory patterns. They kick in to counterbalance issues and thus end up hiding the cause as well as the compensation.

Someone who knows what they are looking for can fix it quick and when they do you'll often find your performance/stamina/ease come along in leaps and bounds as there is less "snagging" of you kinetic chain in motion.

Standing perfectly still for 45 minutes and seeing where your energy sinks and where it doesn't will teach you a heck of a lot about your body.
