This document is dated after the electoral votes were counted and Biden was officially going to be the next president. Trump's legal cases to appeal the stolen election were dismissed without being adjudicated. This in no way means that Trump believes that he lost the election.

Why this is important
The federal case in DC against Trump and the Georgia RICO case against Trump are all predicated on the assertion that Trump believes that he lost the election. Without evidence that Trump believed that he lost the election, those cases won't succeed. That is why the prosecutions are trying so hard to find evidence that Trump actually believed he lost the 2020 election.
